I asked this in the iOS 8 forum but no answer and sorry for the crosspost but I really need an answer of some sort. Perhaps there will be one here. I threw it out on Facebook too and at least 2 other people have the same issue. Apple support (genius bar) was no real help. They updated firmware and reset the phone. So here's what is happening:

iPhone usage (general > about > photos) says 5k photos. Camera roll says 1500 photos. iTunes says 5k photos. iTunes says photos are eating space. How can I get the numbers to match? Have deleted deleted photos. Have turned off iCloud backup. Have photo stream turned off. Did a restore from iCloud. Google searches on this issue show a lot of issues but no solutions. It's getting quite frustrating.

Any ideas where the pictures are stored on my phone or how space can be reclaimed?
 
Just so the answer is out there: setting the date some time far enough in the past makes the recently deleted photos repopulate so they can be deleted.
