I am having a hard time finding an app that will allow me to resize photos in inches instead of overall pixels. An app that also allows control of the dpi of the image would be even better. Trying to do some quick adjustments and not getting anywhere as I do not know the dpi of every image.

Photogene will let you select the pixel size and DPI on export - that may be a compromise?
