Photo Shuffle People issue

I’m trying to use photo shuffle feature on the lock screen. It lets you pick people from your Photos, but only have 3 people to choose from.

The most odd thing about is that one of the 3 choices is not even among my favorites, and there is no way I could find to add my favorite instead.

Does anyone understands how the system pick the people to choose from, or better yet, how to change the selection?
