Photo Steam not Syncing (iPhone and iMac)

So, i had taken about 400 photos from my phone. All 400 were in my Photo Stream folder on my phone.
I then deleted a lot of photos, leaving 90 in my Photo Stream.

One week later.
I then turned on Photo Stream on iPhoto on the iMac (this is the first time I have turned on Photo Stream on iPhoto)
Why does it start downloading the original 400 photos I took with my phone?
I thought it would only bring in the 90 I left behind.

Any ideas?
