Photo Stearm issue

I have a iPhone 5, iPad (3rd gen), and iPad mini running the most update OS noting is syncing to my cloud. I turn it off and back on didn't work, I shut down all of my iDevices didn't work I'm running out of ideas. Can anyone help me or this another do not disturb thing where it will just fix itself?

Perhaps give it some time to upload/download your stuff?
Does the Photo Stream option show in your devices Photo Apps?

I have to say that "It just works" doesn't quite apply to Photo Stream. More like "it mostly works"... and I really struggle understanding the feature's behavior.

Yes I gave it it time the test pictures is only 5 kb so I doesn't take long to upload and download. Well know it was working fine for me a few days ago and now it just seems to not want to work.
