Photo syncing question

The problem I'm having is my relatives are backing up their iPhones and deleting their photos to make room for more. They are assuming because they backed everything up they can just get those photos. My understanding is they cannot just do that easily. Iphone backup is more like an iso backup where you can't pick portions out of it. Any help in explaining this and proving a solution to backing up photos? It seems ridiculous we have to back up our photos 2x.

Do they have a Mac with iPhoto? That's how I back up my cell phone photos. Also, there is an app that was pre-installed on my Macs called Image Capture.
