I just checked my MacBook Air storage to see what I have and found out I use 1.17GB on Photos, but I have nothing in my pictures folder and when I used spotlight to search "kind:images" only the wallpapers show up and all of them only takes up 160MB. Does anyone know what else to do to find the remaining images that I don't know about?

That number sounds about right. I just checked mine and if you subtract the size of my Picture folder I get ~1.1GB also. This number includes every image on the machine and there are thousands of them. Every system/app icon you see is an image of some sort and they all add up. Spotlight won't show them because they are system files.
