Since upgrading to El Capitan both Photos and Image Capture can't access photos on either my iPad Air or iPhone 5s. Both are at 9.0.2. When I plug either in both apps display the device. But neither lists any photos when there are photos on the devices.
I plugged in my digital camera and both programs were able to see the camera. Both Photos and Image Capture showed photos on the camera. Interestingly, I imported the photos in Photos, deleting after import, and afterwards Photos displays 'No Photos' for the digital camera. In Photos when I click on the plugged in iPad which has photos it doesn't display 'No Photos' or anything at all.
I don't use iCloud Photos but I do use Photo Stream. The images are available via Photo Stream. So I can access them that way, but this is pretty annoying. I checked the log and didn't see anything likely to be related to problems with photos.
