I have an external HDD where I have all my photos. Is it possible to configure Photos app to have them there, but the folder where everything is stored is in the external HDD instead of the Pictures folder?

I guess that would mean that when I don't have the HDD connected, it would appear as if I don't have any photo, but when I plug it in, all my photos would appear in the app.

Is that even possible?

Hopefully I was able to explain myself.

Thanks

Yes, you can. Move (or copy first to be safe) your Photos library from your pictures folder to the external hard drive.

When that's done, hold down option and click on Photos in your dock. It should ask you to choose a library. Choose the library on your external hard drive. Done! If that all works fine then you can delete the library from your pictures folder.

If you open Photos without the hard drive connected then it will ask you for the location of the library again. You won't be able to open Photos without a library file somewhere.
