Photos App importing "new" duplicates in iCloud Library

Hi,

I've just attached my iPhone to my Mac and the Photos App wants to import photos as "new" that the iOS photos app downloaded from the iCloud Library that they both share.

See below what it wants to import as new:

vs what already exists in an iCloud Library album.

Any ideas as to why that might have happened?
