Photos app - imports from camera forced to be managed

If I have the new Photos app NOT manage my photos (copy them to its library), this works fine for importing photos that are already on a disk.

However, importing from a camera.....Photos will copy them into it's library.

Guessing this is just something Apple doesn't care about?
