Photos App - People Constantly Updating

I know this was brought up back when we were on DP3/PB2 of iOS 11, but I am still seeing that the People album does not allow me to add new folks like in iOS 10 and is always saying that it is updating.

Is this the new way it is working for now because of the meta data sync? Anyone experiencing the same?
