I have deleted all photos from my iCloud account so i can start fresh with the new Photos app. When i open the new photos app on Mac and the photo app on iPad both say preparing 73 items. i have no visible photos in iCloud to prepare? any ideas whats going on?

I've deleted the deleted items from iCloud so there are none there at all. I have restored my iPad and Mac back to factory and setup as new.

It still says 73 photos to upload/uploading 73 photos but there are none to upload.

I have uploaded 7,000 photos now to iCloud through the new photos app, in photos it says 7,000 photos have been uploaded but status still says 73 photos to upload, same with the photos app on my iPad.

But, when I go to iCloud usage/photos on iPad in settings it says 7,073 photos???
