Photos app - Thumbnails missing in search

When I start a search in Photos on my iPhone, many places and people are missing thumbnail photos. Don't seem to be having the issue on my iPad - thumbnails show up for all searches. Any ideas on how to resolve this? Have already tried force closing/reopening Photos app and restarting phone.

Forgot to mention that I am using iCloud Photo Library. Trying to determine if this is a bug in iOS 10 or something wrong with my photo library. Anyone else seeing this issue?
