On two different accounts on may 2017 iMac 5k, the Photos.app will not open any photo library. Not the existing one (which happily sits in the user folder), not a new one (when you select create new library). I stay in the loop where no matter what I do, I end up here.

I have
- tried to rebuild the photos library
- created a new library and tried to open that
- tried another account on the machine
- logged out and logged back into iCould
- removed all external drives from the machine and restart
- reinstalled Catalina

Could use a clue on what to try next.

Did you get his issue fixed?

You know they moved that file from Finder and you have to go through Photos Preferences ... I found mine located under the Pictures file in Finder.

I know it's months ago but your posting date of October 7th is the last date my photoslibrary was modified. I just saw it today, April 18, 2020. I CAN and always have been able to open Photos but the library doesn't update automatically as a system library.
