iTunes cannot sync photos to the iPhone “********'s iPhone” because your Photos Library is not yet available. Please try again later.

Have been receiving that message for SO long. Whenever I try to sync my iPhone, I'm practically holding my breath that THIS TIME the photos will actually sync. I've not found fix for this issue, anywhere.

Would love if someone had some thoughts?

Not 100% sure if it was happening before I upgraded to El Capitan Public Betas but, I'm 99% sure it was.

If you open up ImageCapture.App, then plug in your phone, so it shows up in ImageCapture's device list, you can set it so that's the default App for importing images.
iTunes stopped bugging me about Photos after I did that.
Test size is only one mac, and one iTunes, but it might work for you.

I have the same problem since I installed El Capitan (not beta).
I figured that a while after closing Photos app, at a variable time, the message will disappear and let your device sync the pictures.
On my system the time to wait can be from 15 minutes to several hours.
My thought is that this is a glitch between the new version of Photos app and Itunes or between Itunes and EL Capitan.
Several people have the same problem on the apple forums.
Seems also it could be related to large photo libraries, but i'm not shure. (mine is 329GB).
 
my photo library is only about 5gb.

Im still having the same issue.

It's been going on for years. Has Apple seriously not addressed this yet?
