Photos are not syncing into My Photostream

I hope someone can help me! I am using the new Photos program and have My PhotoStream and iCloud Sharing clicked, but not iCloud Photo Library (b/c I have way too many pics to let the cloud store them). I have my Photos library kept on an external drive that I can connect to my macbook or my desktop and have told both systems it is to be seen as the System Library.

But when I import photos from my camera, they are not syncing into the photo stream and "My PhotoStream" is empty. I've search the internet and still cannot find an answer to my issues.

Another issue I'm having, so I tried to create a shared photo album.... selected 90+ photos to go into it, watch the progress circle complete the transfer, but only 10 photos transfer.... What the heck?? I hate this new program.
