I can't figure how my Photos & Camera usage shows 727 MB when my photos app have zero photos?!

It shows that my Photo Library has 708 MB usage but I don't have any synced photos. And my Photo Stream is off but still uses 18.3 MB. This is getting frustrating.

My iPad 3 is only 16gb and I'm trying to save space as much as I can.

Can you share a screenshot of your Photo Library Usage. It is obvious that iCloud takes up some space by default. Maybe your device is struck in a loop memory issue. If you are absolutely sure that you have no photo in your device, then check iTunes on your mac/PC, then I suggest you restore the device. Also, you can simply erase all defaults in the reset settings. Let me know.
 
Try turning the iPad off (full power down) then on again. I think I've seen this force a recalculation of memory allocation.
