PHOTOS: Can you turn off auto-upload all photos?

I want to be able to share all of my albums on my iMac with all of my iOS devices, including family members through iCloud. However, whenever I take pictures, I don't want them auto-updated. I always take my pictures, manually transfer to my iMac, and put the "good" pictures into the albums and delete the rest. That's why I don't want to auto-upload all photos if I turn on iCloud Photo Library.

Is this possible? If not now, in iOS 11? Thanks.
