Photos deleted items after upgrade

I recently upgraded my library to Photos and enabled iCloud Photo Library. I happened to notice over 1,000 items appear in my deleted items folder

I thought these may have been duplicates that were cleared out, but when I check my library, the originals aren't there. Is this normal while iCloud syncs? I don't want to let the files go and find out they're lost.

If you have deleted them from the 'Recently Deleted' album, that means the items are gone. You should have a time machine backup for your images.
