Let me start off by saying that I am super happy with Photos, it does everything I wanted and needed. I am not a huge photography guy, so I am sure your mileage may vary.
However, what sort of pisses me off, is when Photos initially looked at my library, it said I needed 205 gigs worth of storage space and would not turn on unless I purchased the 500 gig plan. So I did. I have a super slow upload speed, 1.5 or less. So it took nearly 4 weeks for everything to upload.
Now, almost 4 weeks later, my iCloud houses my Photos library, backups of my iPhone 6+ and iPad Mini, and a few various documents from apps and it only 167 gigs. I could have gotten away with the 200gig plan easily. I downgraded and know it is only a few bucks, but it sort of feels like Apple suggested the more expensive plan.
Anyhow, don't forget to look at how much space your library actually used and adjust your plans accordingly!
