Photos - extremely slow downloads

Hi All,

Photos on my Macbook pro take a long time to start playing a video stored in icloud.
i have the option to save space on the mac enabled so every video i would like to view take forever to load, which makes it unusable!

on my iPhone and AppleTV the videos start playing 3-5 seconds after hitting play.

looks like on the Mac there is no bufferring, only playing when the entire file downloaded?!

tried to boot in safemode but no change,
