I backed up Photos and after restoring my computer from scratch, I pasted the Photos Library in my user folder under Pictures. When I open Photos, it says that it is incomplete and I need to Delete the Incomplete Items.

Any advice appreciated. Thanks.

I would pull it out of your photos folder. Start photos to make a new library and then try to import your old into the new.
 
The best way to "back up" to another drive is with CarbonCopyCloner or SuperDuper.
It will make an exact copy of your internal drive to an external one.
Photos... and everything else.
The backup will be bootable, too -- if you ever have an "I can't boot!" moment, just plug in the backup and give it a go...

How do you reboot if your Mac has crashed or becomes corrupted?
 
So I deleted the current Library in the pictures folder. After running Photos for the first time, I then copied/pasted my backup Library into the user/pictures folder and it now works. However, earlier today it said it was uploading about 150 items to iCloud. Now, hours later, it says over 3,000. What's going on?

Now it finished and says downloading 15,000 items. I have no other devices using iCloud photos so not sure what's going ...?
