Photos: how to load all of them (not just the preview files)?

Hi,

iCloud never really synced perfectly im my experience. Among other things my Mac keeps asking me to import photos I already have. So I decided to delete all of them from both my devices and let it sync with the cloud from scratch.

Didn't work, still crappy. Anyway, now I only have previews on my phone, despite the fact that I selected to download the originals. It only loads the data if i specifically open a picture. I have thousands of photos and videos, which now are mostly crappy previews. How do I get to all of them back on my phone?
