Where do the photos from my iPhone appear on my Photos app on my mac? Am i missing something?
 
They appear when you sync your phone with your Mac when connected with a USB-Lightning cable OR if you have turned on iCloud Photo Library in the iCloud settings.

I do have iCloud Photo Library on but they dont appear on my Photos app. Photos seems to know they are there because when I plug in my iPhone it doesnt think those photos are new.
 
Do the usual:

-Turn off/on iCloud Photo Library on both devices
-Logout and into iCloud on both devices
