Do you know for sure which parts of a Photos library synchronise with iCloud and which do not?
Obviously actual photos an video do synchronise. I also know that Album synchronise, but what about photos organisation such as folders (Photos folders, NOT MacOS folders), Faces, etc…

Yesterday I did a huge change on my library that has yet to replicate to other devices.
In fairness it was a huge change so it might still be in progress.
 
Folder organization and faces are synced. That being said, smart folders do synchronize to macOS, but not iOS and iCloud.com for some strange reason. Faces functionality are not available on iOS, but I can search for the persons who are tagged with Faces, and they will appear, so their tag is synchronized. They do fully synchronize to macOS. Keywords are also synchronized, but unavailable under iOS again.

So in essence, full synchronization between macOS units, and with a few 'buts' to iOS. Just give it time, iCloud can be a bit strange and slow at times.

My iCloud Photo library is close to 30.000 images and 1300 videos, with extensive Faces tagging, (Smart) folder organization and manual curation, and I haven't had any synchronization issues since it became available in 2015 (I believe). Been very happy with it.
