Photos Import Driving Me Crazy

Going absolutely insane trying to solve this.

The summary at the bottom of the photos screen shows 17851 photos have been imported, but when I scan for new photos to import i get "18000 already imported". (See screenshots). What's going on, and why does one screen think more photos have been imported than actually show up?

16298 photos + 1553 videos = 17851 items(both photos and videos). The screenshots show there are 18700 items already imported. Is there some thing other items contained when importing?
 
I'm not entirely sure I know what you're asking, but I've only imported photographs and videos if that's what you mean, and there should be 18000 altogether (not 17851 as it says)
