Photos: import from iPhone

In the new Photos app, the photos in my camera roll on my iPhone are already appearing in my photo library. In iPhone, when I plugged in my phone it would prompt to import and delete the photos. Since I have iCloud Library off, shouldn't the photos not appear in the Photos library on my Mac? Can someone clarify to me what's going on with the photos?
