Photos issue with storing slo-mo clips?

So I noticed something interesting, that most likely is a bug. And I was wondering if any of you might be able to reproduce the bug I am having.

Here is the setup:
iCloud Photo Library enabled.
All photos/videos in the cloud. Enable "Download originals" on your Mac. Wait for all photos/videos to download full-size.

Now, if you go to your "Slo-Mo" album, and browse clips do you see them start downloading as if they are not stored locally? In Theory they should all be stored locally, but it appears they are not?

Would appreciate if anyone could with IPL and Macs with "Download originals" enabled could check.
