Photos: Last Import vs Imports folder/album

The built in Photos folder/album labeled “Last Import” almost never shows the photos/videos that were just imported. But the Folder labeled “Imports” does.

So what is the criteria for a photo/video to get placed in the folder/album “Last Import”?
