Photos Library file on an external hdd - how to open?

I have a Photos Library folder on an external hdd. How do I open it?

ok elemenohme thanks, its saying the Photos were created on a new version of photos.

This is ridiculous on Apple's part.

Can't even view photos without putting a road block on the way!

Is there a third party app?
