My Macbook Air is almost full, even though I have optimized storage switched on. The problem is that while optimized storage is fine on my iPhone and iPad, I want all my photos in high resolution on my mac.

So I'm wondering, is it possible to move my photo library to either an external HDD or an SD like Jetdrive, and still have the iCloud features?
 
To move your Photos Library, please drag it to its new location, double-click it, and the Photos app will now point to it.

Important:
Before you move your Photos library, it’s a good idea to back it up to an external hard disk.
 
Is it possible to use WD My Cloud, and access the library from there? Will it work online? Let's say I'm at work, can I access the library even though it's at home? How about the iCloud features, will it work on a NAS?
