General Photos marked as favourites not syncing

I have an iPhone 5 8.1 JB and an iPad mini 2 8.1.2

When I click the heart and favourite a photo, the favourites don't sync between devices. iCloud Sharing and Photostream are both on and are otherwise working properly.

Any ideas?
