iPhone Photos missing after iOS13

I got the new iPhone 11 Pro Max 512gb and restored my iCloud backup from my previous iPhone XS Max. I always keep all my original photos on the phone since I have enough storage. When I compare both phones on the "About" both show I have 65,000 photos and 2,000 videos. However, when I check on the iPhone Storage the XS Max shows around 400gb on Photos and the 11 Pro Max only shows 95gb. There are definitely many pictures missing from the 11 Pro Max since when I go to the Photos app there are lots of blank photos and videos. It has been over 3 days now and no matter what the photos are now downloading from iCloud. Any thoughts? I already restarted the phone many times but no change at all.

It takes time to sync the photos, maybe a week or more.
