Photos not deleted from Photo Stream

Photo Steam is turned on on my iPhone. Whenever I delete a photo from my camera roll (same in both iOS7 and 8), it always says "this photo will also be deleted from photo stream on all your devices" but when I look at My Photo Stream on my Apple TV or iMac the photos are still there. What am I doing wrong? Shouldn't they be gone?

I think you have to be connected to wifi on both devices for it to update quickly... But if you delete them via cellular it won't update iCloud until you connect back to wifi.
