Photos not downloading to MacBook

Ive had the usual isues with photos for Mac in the past but suddenly any photos I take on my phone
Are just showing up in photos as a cloud (see attached a photo) I can even right click & get info but cant see the photo.
The photos are all showing up in my iCloud account no problem but not in photos on my Mac.
I can even right click & get info but cant see the photo.
I have left photos open for the past few days but they are still not downloading.
Any help would be appreciated.
