I had an issue where I had to consolidate my old iPhoto library and my Photos library, re-add them all to photos and upload them to iCloud Photo Library. I have 15299 pictures, but when uploading to iCloud, its only doing 11533 of them. Why are almost 4000 pictures not being uploaded?

(if you look at the bottom right, it shows both numbers)

NOTE: there were no existing pictures in my iCloud photo library prior to this.
NOTE: I have 40GB of unused iCloud storage, these photos only take up 18GB

SOLUTION: Through a lot of googling, I found no solution. However today I discovered that if you select all of your photos, and "favorite" all of them, it sort of forces photos to re-sync everything. You may need to toggle it a few times, or do it by groups (off 1000 pics for example). But I finally got all 15000 pictures to sync.
