Photos not syncing - Catalina

2019 iMac running Catalina.
for the last week photos is not syncing with the cloud. Photos on mobile devices have pictures that are not appearing on the Mac.
the Mac app says it is downloading one photo. It has been saying this for 10+ hours
what do I need to do to fix these problems?

i repaired the photos library.
my photos library is on a connected external drive.

Photo's is borked... I have the same issue here. Turning iCloud off and then back on again worked for a while and then it stopped syncing again.

Hoping 15.1 is going to fix it.
