yes a classic thread, I’m sure this has been answered before, I did a quick search but didn’t find the exact answer.
The facts
Iphone 7plus 128g
iPad 128 gig

iCloud 200g - tons of space remaining....only 20g used

Got a new iPad, logged into iCloud, all apps and history came across...but alas no photos.
Photostream is turned on, both iPhone and ipad....
Ive restarted, done a soft reset...and still no photos.

Both devices fully charged, both on the same wi-fi....

Any clues??? Ive also completely reset the iPad and started from scratch and still no photos :(
 
Why’s photo stream turned on if you are using iCloud Photo Library anyway?
