Photo's Not Updating

Running 10.13.3 Beta (17D20a) and iCloud photos either says "paused no internet connection" or "just updated x minutes ago". The problem is that is not up to date and synced with my phone or other devices.

Am I alone? Any workarounds?

Mine does this on 10.13.2.. If I wait long enough it eventually updates
