Photos not uploading to iCloud

Photos from my phone aren't uploading my other devices. It's still syncing photos from others, just not uploading. It's stuck uploading. I've tried rebooting the device which had no effect.

Any ideas? I really don't want to wipe my 30000 photos that are synced and start over.
