I want to clear up a few gigs of photos on my iPhone. All my photos show in the iCloud photo library, however, I have over 4GB of photos on my phone. How can I remove the local storage off my phone without losing them in the cloud. I tested a couple out by turning off iCloud photo library on phone. Let it finish removing everything. Left me with over 660 photos/videos on phone. I deleted a few to test them and turned back on iCloud photo library. It then proceeded to upload all the photos still on phone and removed the ones from iCloud photo library in the process.

It is seemingly syncing everything up. Is there no way to remove the local storage photos and not lose them in the cloud? I have optimize phone storage on and has always been on. Very frustrating.
