Since updating to iOS 10.2 photos in both text messages and imessages say "delivered" then once I exit the app I get the red ! and it says "not delivered" under the picture. Except whomever I sent the photo to said they got it. I have restarted my phone and forced quit messages and it's still doing it. I also disabled and reenabled MMS and imessage and force quit messages between to no avail. Any ideas?

My mother had this problem; she had to restart her phone, then it had to reactivate (she needed to enter her Apple ID and password for activation lock), then she had to re-sign-in to iCloud and iMessage.
I'm guessing some encryption certificate expired or was revoked.
