Photos scanning People when?

New MacBook Pro, a few weeks old. I am trying to figure out when and how Photos will start or continue scanning People.

I migrated over from an older machine so some faces or people are selectable but I am still getting the attached:

I have been using my MacBook Pro plugged in but with Photos closed during the day for the past week and it is still on 0

Should the app be open, but not used?... is this normal?
