I've had this happen on my 2015 13" rMBP ever since Photos came out (which I think was only a week or two after I got my MacBook). This is probably somewhere in the massive bug thread, but I'm not really sure what the point of that thread is, other than making it impossible to find anything.
What happens is after I switch my library to use "Photos" (and it doesn't matter if I choose the parent or any of the albums) it will work, and show my photos in a slideshow. But inevitably - and it can take anywhere from a few minutes to a couple days - it will revert back to the National Geographic slideshow.
My Apple TV does this sporadically, but always fixes itself, I don't have to monkey with anything. On my MBP I have to go in and re-select the Photos library.
Here's what I think I know: it happens on computers where you select "optimize storage space" - at the moment my MBP has more than enough storage for my entire photo library, but it won't forever. I have a Mac Mini with a ton of storage that is set to store the entire library, and the screen saver has never reverted on that one (everything updated to latest OS). I set my MBP to store the entire library for a few days, and it didn't happen there either (then I had to edit some very large video files and had to remove the library and haven't had the patience to try again - sidenote: the "optimization" does not happen nearly fast enough for it to be unnoticeable, I ran out of space when there was still 50+ gigs of photos it could remove).
Has anyone found a fix that does not involve setting my Mac to always store everything?
