Photos set to download originals but each photo still downloads?

I've set the photos app to download all the originals but for some reason it still downloads each photo one at a time. Every once in a while it predownloads but very often it shows the circle spinny thing and downloads. I've also tested it by going offline and indeed the photos will not load and will show an exclaimation mark.

How do I fix this?

When did you set it to download originals? It might not have downloaded them all yet if you have a lot of them.

Make sure your device is on WiFi and connected to power. There isn't a good indication that it's downloading originals, but it should if these conditions are met.
