Photos stuck on updating for tiny library

Hi all.

logged into my sisters iCloud account on my Mac to import some photos for her. Her iCloud Photo Library is currently 6 pictures and 1 video.

photos on the Mac has been stuck on ‘updating…’ for ages despite the iCloud Photo Library being tiny.

I have tried removing and reading her iCloud account, deleting the photo library off the Mac and recreating, restarting the Mac, but nothing will shift it from this ‘updating…’ page.

Does anyone know how to get it past this stage?

Tried exactly the same thing on my 2012 Mac mini and works perfectly 👍. Still stuck on updating on the MBP!
