Photos synced when "Set-up as New iPhone"

I set up my 6 Plus as new. imported photos from old phone to IPhoto. I know (now) that any photos synced are not delete-able on the IPhone.

Question: If I back up the phone now and do a restore from that backup, will it make those photos "normal" (as in I'll be able to delete them from the phone)
