Photos syncing with iCloud drive and iPhone?

Hi everyone,

I haven't spent a lot of time with the new photos app but I'm wondering if there is a way to make all of my photos on my iPhone automatically sync so they appear on every device?

I also have backed up archives of photos I've taken with previous iPhones that I would like to add. I would like to use the Photos app for just iPhone photos.

It would also be ideal if once synced it didn't save all of these photos to my phone because it probably can't hold all of them.
