I got me 2012 5,1 unit with dual core, so decided to move from 2010 single core.
pretty much same thing, moved SSD, HDD, BT/WIFI 94360CD2 card, added more RAM and it booted.
Handoff works again after running CAT.

problem is this photoshop came with macpro when I got it. It has OSX 9 (I think) and I don't have any info on that as it was just working and I upgraded to High Sierra.

Is this normal?

To a software subscription, installing the disks to a new Mac Pro will fail authorization, is the Mac Pro that was authorized, not the disk. Different serial number from the newer Mac Pro - all hardwareIDs are different - will make the software subscription to fail the validation of the authorization. Same thing happens when you replace the backplane and do not follow the procedure to transfer the SSN (basically impossible to do by yourself).

Ask Adobe or search the Adobe forums to see what you can do.
